Barr Ime Udom Advocates Youth Inclusion in Governance

...Drums grassroots support for Governor Udom EMMANUEL

BY VICTOR UFOT

A foremost female politician in Akwa Ibom State Barr Ime Udom has advocated for the inclusion of youths in the process of governance at all level in Nigeria.

Barr Ime Udom made the call yesterday when she played host to youth leaders and Ward Executives of the People Democratic Party (PDP), Northern Iman Ward 2 comprising of 9 villages at her residence in Etinan Local Government Area.

Barr Udom while addressing the party faithful and youth leaders noted that over the years, youths have been marginalized especially when it comes to giving out positions after elections. She said that she called for the meeting to put the youths of her area up to speed with the dynamics of politics especially at the party level. She charged the youths to always look beyond the peanuts that they have repeated been offered by politicians but rather they should always aim to improve themselves.

According to her, “I called you here today not to discuss politics but you are here for your own good and that of our community. You will agree with me that the youth at all times are the strength of the party because the old ones can no longer have such energy anymore. Most times, the efforts of these youths have not always been adequately rewarded. This is way I invited us today so that you can be useful to the community and yourselves.

Barr Ime Udom who has served Akwa Ibom State, Nigeria and the Peoples Democratic Party at various capacities advised the youths to shun violence and desist from fighting amongst themselves because of politicians but should rather channel such efforts to advocating for their inclusion in governance at all levels so that they can contribute their quota to nation building and make their lives better.
“Some of you, who were not fortunate enough to attain schools when you were younger, try and further your education through Open University or any other tertiary institution because without being educated you cannot achieve most of your dreams. When someone ask you what do you do?, don’t say I am a politician, education is very important in self development.”

She informed the gathering that women in Nigeria are now enjoying the 35 percent affirmative action while the youths were struggling to ensure that the 25 percent allocated them is implemented in the amended PDP constitution.

She admonished the youths to continue in their support for Governor Udom Emmanuel whom she noted has performed laudably since elected to serve as the governor of Akwa Ibom State. She also said that the various industries established by the governor have provided employments for youths of Akwa Ibom. She expressed optimism that with support and encouragement, the governor will fulfill all his campaign promises.

She encouraged the youths and other party faithful to ensure they have a copy of the party’s constitution so they can know their rights as members of the party at the all-times.
In their various remarks, the ward executives and youth leaders took turn to commend Barr Udom for always finding time to sit and interact with her people on a regular basis despite her busy schedule. They described the female politician and business woman as a mother with a large heart for Etinan and Akwa Ibom people.

The Publicity Secretary of PDP Etinan Local Government Area Chapter, Mr. Ukeme Thompson thanked her for the meeting which he said has helped in exposing them to issues affecting the party especially at the national level. He assured Barr Udom that the party in Etinan will always support and pray for her at all times.

Others who spoke at the event include, Hon Uduak Udoh, a former Supervisory in Etinan Local Government Area, the PDP Councillorship candidate for Northern Iman 2, Mr. Abasiawam Udofa, Mr. Godwin Etim, Barr Imo Udofia and others.

Breaking: Ini Edo orders arrest of tourism consultants for allegedly stealing her ideas

The just concluded 30th anniversary celebration of Akwa Ibom State took a new dimension today in Uyo, with the arrest of two indigenous tourism consultants to the week-long events.

Ini Edo, accusing the tourism experts of 'stealing' her idea of Ibom Fest, which was cancelled last year.

In a petition to the Police,  Edo alleged that Utin and Ekpe sold the idea of Ibom Fest to the State Ministry of Culture and Tourism, and renamed it "Orange September" the official brand of the 30th anniversary of the State.

Instead of petitioning Akwa Ibom State Government or demanding the arrest of the Commissioner for Culture and Tourism, Rt. Hon. Victor Antai for allegedly stealing her initiative, the Governor's Aide however resorted to sending the Police after the tourism consultants. These are same consultants who have been promoting the cultural heritage of the State both at the national and international scene.

Ini Edo is said to have met with Non governmental organizations, corporate organizations, groups and individuals, who had agreed to sponsor the botched Ibom Fest and collected millions of Naira from the sponsors and disappeared without paying her consultants, Joseph Utin and Ubong Ekpe or accounting for  the said money.

Angry over the success of the anniversary celebration, which she was not part of, Ini Edo went to the Police and ordered the arrest of her former consultants on a flimsy excuse that they sold her initiative of Ibom Fest to the State Government.

Ini Edo, a native of ONNA, the same local government with Governor Udom Emmanuel, who she is currently serving as Special Assistant, reported the matter to the Police Force Headquarters in Abuja, which in turn, ordered its officers in Akwa Ibom to arrest the two consultants in Uyo today.

The tourism experts will be flown to Abuja tomorrow for prosecution.

At the State Police Command's Headquarters, Ikot Akpan Abia, this evening, the consultants debunked the claims by Ini Edo and described the petition as baseless.

AKSG ACTIVATES EMERGENCY CENTRES TO CHECK MONKEY POX

The Honourable Commissioner for health, Dr. Dominic Ukpong  has confirmed an information of a suspected case of Monkey Pox in a general hospital where the patient was already in a proper isolation. This discovery, according to the Commissioner,  came a day after the news of the outbreak in Bayelsa State.
Another information about a female petty trader who had suspicious rashes was reported, she was found and her two children with similar rashes. She with her children were quarantined in her home.

To check the spread of the disease, the government has  reactivated the Infectious Disease Emergency rapid response team, Emergency Operations Centre, has directed all health facilities and workers to be on alert, exercise high index of suspicion, to observe and practice Universal precautions while handling patients, report all and any suspicious cases to Rapid Response team on emergency number: 08037934966 or Emergency Operation Centre EOC on 09023330092.

Monkey POX, according to Dr. Ukpong, is a rare disease transmitted to humans by animals and it is caused by a virus, (Orthopoxvirus genus of the family Poxviridae)which was first isolated from Monkey serum by the State Serum Institute in Copenhagen, Denmark in 1958.

Transmission is from direct contact with blood, body fluid, cutaneous or mucosal lesions of infected or dead animals such as monkeys, Gambian giant rats, squirrels, prairie dog; eating inadequately cooked meat of infected animals, human to human transmission can result from close contact with infected persons, respiratory droplet, objects recently contaminated by patients fluids or lesion materials. It can also be transmitted via the placenta (Congenital monkey pox).

Signs and Symptoms include *Incubation Period of 6 to 16 days
(can range from 5 to 21 days) after that there's onset of *Fever *Severe headache *Muscle pains *Backache *Lymph nodes swelling (Lymphadenopathy), distinguishing it from other similar diseases *Tiredness *1-3 or more days after start of fever, rashes break out.

Rashes often begin on the face and then spread to other parts. The rashes vary from few thousand affecting oral mucous membranes, eye lids, conjunctiva and even genitalia. It moves through stages: moculopapular (having flat bases), to vesicles (small fluid blisters), to Pustules, followed by crusts and scabs and fall off after about 10 days.
The whole illness last about 2 to 4 weeks; it is a self limited disease.

It is a milder dis than Small pox. It rarely causes death though this can occur especially in children where it is more severe.

There is no treatment available and no vaccination. Small Pox vaccine used to mitigate it but small pox was eradicated in 1980 and the vaccine is no longer available to the general public.

To prevent being infected, avoid contact with infected or dead animals, tell others about it, do not eat inadequately cooked meat, especially bush meat, practice washing of hands with water and soap always especially if you are taking care of sick relation, avoid contact with blood, body fluids or skin of infected animals, health workers should wear gloves and protective clothing when handling patients and should practice universal infection control precautions.

The Credible Alternative to Nigeria Way Forward- ADP

Barely three months of existence at the National level and two months in Akwa Ibom State, the leadership of Action Democratic Party (ADP) has said that ADP is the only credible political party that will ensure true democracy with focus on giving autonomy to local government areas in the country come 2019.
This was made known by the National Vice Woman Leader of the party (South-East) ,  Princess Chinwe Chike Eligwe while fielding questions from journalists at the burial of one of their members,  held at Etinan local government area last weekend.
According to her, the party had keenly observed with dismay the suffering of the masses due to poor leadership qualities in the last eighteen years in the country, noting that ADP will wipe away the tears of Nigerians from National to state and local government levels.
She specifically thanked the leadership of the party in Akwa Ibom State for the peaceful conduct of primaries and subsequent filing-in credible candidates for the December 2 local government elections, saying her party will sweep the election.
Princess Eligwe disclosed that ADP has fully paid attention to gender equality by giving equal opportunity to every members, assuring that the party will take over the Hiltop Mansion in 2019 and the Presidency at the National level to give the teaming masses the dividends of good governance.
On his part,  the state Chairman of the party,  Hon. Ubong Emmanuel said that the party has spread from ward,  local government and state level in Akwa Ibom State,  adding that with the quality of candidates presented to AKISIEC, ADP will take over the local government Councils.
He said the party has and will continue to operate with transparency by giving a sense of belonging and equal opportunity to all members.
While calling in AKISIEC for fairness and credibility in the conduct of the election, Mr. Emmanuel expressed confident that ADP will take over government both at the state and national level in 2019.
He charged Akwa Ibom people to join ADP for stability of democracy and other benefits in the state.
However,  the Uyo Senatorial District Vice Chairman of ADP, Dr. Obotuko  Ikpe expressed disappointment over what he described as failed governance and misplaced priority as exemplified in the characters of the past and present leadership of the country and Akwa Ibom State.
His word" in the last eighteen years of PDP and APC government, there is no democracy. They did not allow the poor masses to participate in the election of who is accountable to them as democracy demands. They did not give any chance to other political party to thrive  at the local government level, as such, they cannot claim to be democrats. "
He reiterated that ADP is the only credible alternative for the way forward for the Nigeria Nationhood Project, thereby calling on all and sundry to embrace the party to enhance real democracy in the system

N41 billion Akwa Ibom ‘world class’ hospital shut down

The Ibom Specialist Hospital in Uyo, Akwa Ibom State, has been shut down, just two years after it was built and commissioned by the administration of former governor Godswill Akpabio.

Almost all the health workers in the hospital were foreigners, mostly from India.

Mr. Akpabio had boasted that the hospital, which he described as ‘world class’, was better equipped and higher in status than university teaching hospitals in Nigeria, and that it was going to promote medical tourism in the country.

The multi-million dollar hospital was shut down in September after its private managers terminated their contract with the state government and withdrew from the facility.

When PREMIUM TIMES visited the hospital on Monday evening, the facility was locked down; apart from the security officials, not a single person was inside its massive buildings.

Visitors were not allowed entry.

Some persons who had worked in the hospital told PREMIUM TIMES that the private managers – Cardiocare Medical Services Ltd – left because of unresolved issues bordering on funding by the state government.

The Commissioner for Health in the state, Dominic Ukpong, confirmed on Wednesday to this newspaper that the hospital has been closed down.

Mr. Ukpong, a medical doctor, admitted that there was a disagreement between the state government and Cardiocare Ltd over the funding of the Ibom Specialist Hospital. But he also accused Cardiocare of poor management of the facility.

“The administration of the hospital, in my opinion, has not been satisfactory,” Mr. Ukpong told PREMIUM TIMES.

“Their excuses have been that government didn’t meet its own part of the obligation. But I am a witness to the huge amount of money the government has given to the service provider to run the hospital. And we haven’t had much to show for it,” the health commissioner said.

He said money was released at various times for the running of the hospital, besides the $5 million start-off fund the state government gave to Cardiocare Ltd.

The hospital could not get its electric power from the power company since it was not connected to the national grid.

Mr. Ukpong said: “Apart from the fact that the state government was giving diesel free to their quarters, I remember that at some point the state government gave N250 million to them (Cardiocare), at their request, which they said they wanted to use to pay salaries.

“As soon as they were given the money they came and said that that was for arrears. They came back for more money.

“The state government has given them N50 million, also on request.

“They asked that the government should be paying them N30 million monthly for them to pay salaries to some consultants, especially the neurosurgeon. We gave them the money.”

Mr. Ukpong said that the former governor, Mr. Akpabio, who is the Senate Minority Leader, intervened around June and mediated in a meeting between the state government and Cardiocare.

Cardiocare, Mr. Ukpong said, did not honour any of the agreement reached at the meeting, among which was that the company should present to the state government a price-list of the services the hospital was rendering.
“You know people were complaining about the high cost of getting medical services there, and we wanted to make sure that our people had access to the medical care offered in the facility,” he said.

Mr. Ukpong said Cardiocare had insisted that they were scaling down the hospital operation because of lack of funds, but that the company refused to present a proposal for it to the government as agreed in the meeting.
The commissioner said the government released N180 million to Cardiocare after the meeting that was mediated by Mr. Akpabio.

“As soon as they collected the money they left,” Mr. Ukpong said.

A medical doctor who used to work in the hospital told PREMIUM TIMES that it struggled for survival because it did not enjoy much patronage from people within and outside Akwa Ibom.

The doctor, who did not want his name mentioned in this report, said Governor Udom Emmanuel and his administration did not care much about how the hospital was faring, adding that the governor never visited or promoted the hospital in order to encourage local patronage.

The doctor said that what may have eventually brought down the hospital was the “huge” resources it spent on the treatment of the victims of the December 2016 Uyo Church building collapse.

“Our hospital was where they brought almost everybody to; even people that were taken to other hospitals still came back to our hospital for treatment,” he said.

“We had up to 80 surgeries or more. We had over a hundred patients at that time.”

He said the state government did not pay for the treatment of the patients until things became really bad for the hospital.

“The governor released money in July, but by that time things were already bad, the surgeons that were making money for the hospital left,” he said.

The health commissioner, Mr. Ukpong, responded to the allegation, saying that the N180 million the state government gave to Cardiocare Ltd was partly meant for the treatment of the victims of the Reigners’ Bible Church collapse.

“They gave me an outrageous bill which I couldn’t agree with as a doctor,” he said.

“They were asking for N294 million for 300 out-patients and about 70-something in-patients.

“The hospital was complaining about money before the church incident. So, let nobody use that incident as an excuse,” he said.

Media reports put the amount at which the Akpabio administration used in setting up the hospital at N30 billion. But the health commissioner, Mr. Ukpong, said it was about N41 billion.

The hospital, which was one of the signature projects of the Akpabio administration, was hurriedly inaugurated in May 2015, few days to the end of the administration, even when the buildings were yet to be completed.

Governor Emmanuel said in June that the hospital was not well-equipped to produce optimum results, an assertion that has been re-echoed by the health commissioner.

“The whole thing wasn’t totally completed. The dialysis section didn’t come through. Three modular theatres were not yet completed. Some of the areas were not completed because the contractors did not have all their money,” said Mr. Ukpong, who revealed that the hospital was running at only 10 per cent of its total capacity.

The commissioner said the agreement between the state government and Cardiocare Ltd was done clearly in favour of the latter, adding that his office, for instance, didn’t have any supervisory role in the entire arrangement.

Also, he said he was not aware that the hospital managers ever paid any money to the state government, despite the agreement stipulating that they would be paying some revenues to the government.

Some patients who had paid medical fees to the hospital before it was shut down, unfortunately, became stranded when they were later prevented from entering the facility.

Inih Ebong, a former lecturer in the University of Uyo, Akwa Ibom State, was among the patients that were stuck after paying money to the hospital for a check-up.

Mr. Ebong had paid N30,000 for an abdominal scan – Barium enema – recommended by the University of Uyo Teaching Hospital, UUTH, which referred him to the hospital.

The health workers at the Ibom Specialist Hospital, on three different days, kept asking Mr. Ebong to come back for a scan even when they must have known that the hospital was about being shut down. They told him at some point that they could not conduct the scan because of equipment breakdown.

Mr. Ebong till date has not been able to do the scan or get a refund from the hospital.

“And this was a scan that required you to stay without eating any food for at least two days before it,” Mr. Ebong said.

“In addition to that, they had prescribed a laxative for me to take, two tablets in the morning and another two in the evening. Then on the third day, the day for the scan proper, I was told to have an enema to clear whatever food particle may have remained in my digestive system,” he said, adding that he took a total of 24 tablets of the laxative and got fed up with it.

Mr. Ebong said he repeated the process of emptying his bowel thrice in less than one month, on the doctor’s advice, while waiting for the hospital to call him in for the scan.

When he telephoned the hospital on September 21, instead of being told to come in for a scan, he was informed that the facility had been shut down, Mr. Ebong told PREMIUM TIMES.

“The radiologist that picked up my call told me that there was no point coming to the hospital as the security guard won’t let me into the hospital premises,” he said.

The health commissioner, Mr. Ukpong, said for now nobody could say when the hospital would re-open.
The state government, he said, was talking with investors from Dubai and Canada.

Apart from this, the commissioner said the government was doing its best to maintain the hi-tech equipment in the hospital.

“I feel upset that it has come to this, but I also feel relieved that a poor administration has left,” Mr. Ukpong said.

PREMIUM TIMES could not reach Cardiocare Medical Services Ltd for its reaction.

Speaking on the theme of the lecture "Insecurity :social-economic impacts and conflict resolution perspective," the IGP noted that it will afford the police the opportunity to critique the impact of insecurity on the social economic development of the country.
He called on the South-South Governors whom he described as Chief security officers of their states,  to join hands in providing prompt security for the well-being of the nation.
Meanwhile, the Chairman of the Occasion and Minister of Niger Delta Affairs, Pastor Usani Usani thanked the Governors for their efforts in promoting peace in the region.

For the Record

REMARKS BY HIS EXCELLENCY, MR. UDOM EMMANUEL, GOVERNOR, AKWA IBOM STATE AT THE INSPECTOR GENERAL OF POLICE SOUTH SOUTH SECURITY SUMMIT AND PUBLIC LECTURE, IBOM HALL, UYO. OCTOBER 3, 2017
PROTOCOL

Let me, on behalf of the government and the good people of Akwa Ibom State, thank the organisers of this summit, the Nigeria Police Force (NPF). Let me welcome all of you to this important summit.
We keep saying the issue of security is a primary responsibility, if not the very reason why modern states came into existence. The present crop of governors that we have in the Niger Delta has given the Federal Government the highest level of support in terms of security than have ever experienced elsewhere. When there were issues in the Niger Delta, all the governors rose in one accord.
The then Acting President, now Vice President, went round all the states and we pledged our support. Our youths, elders and traditional rulers pledged their supports, and we all delivered. Today, everywhere is calm. Everything is good. If the production is back and oil price is above 50 dollars per barrel, how come our revenue has not improved?
Permit me to commend men and officers of the Nigeria Police Force for their spectacular performance in the jobs they have done securing lives and property of Nigerians. No matter how, anywhere that is being run by human beings, there will still be some loopholes and challenges here and there. Human attitude will come in. I know they are looking for ways and means of ensuring peaceful coexistence so that individuals may pursue their legitimate businesses, but today we are gathered here to look at security challenges facing the Niger Delta, it’s a welcome development.
The topic for this Summit, Insecurity: Socio Economic Impacts and Conflict Resolution Perspectives, is very apt. The Niger Delta region is the oil hub of our country and the main cash cow of this nation. Numerous oil companies operate from this region especially the IOCs, and the expectations are that, given the specific role, security of lives and property must be utmost in any governance. Government has tried to provide peaceful atmosphere for commerce, industry and businesses to thrive in this region.
One may ask what accounts for this security challenge in the whole country, let me take my region for example. I know people may say that government has done a whole lot that this kind of summit must always address. Has the federal government done enough to address the issues that gave rise to the agitations in the region? There is a limit to what the state government can do. We don’t have control of any of the armed forces, everything comes from the centre.
People are speculating in that in the next 10 years... 10 years is a long time. If we can even get enough money to invest in this country economically, in another 10 years, we would make a whole lot of difference. Don’t let anybody deceive you that oil will no longer be relevant in 10 years. Oil will still be relevant in 10 years. It’s for us to look at what we need to do. Let there be a little more of federal presence in the region.
Recently, the Pan Niger Delta Forum (PANDEF) came together, did a 16-point agenda and submitted to the Federal Government. As at today, I’m not sure anything has been done in terms of that. We need to look at the economy of this area.
In all over the world, where the IOCs are operating, they operate from the base where they exploit the oil. How come it is completely different in Nigeria? All the IOCs are in Lagos, and they are coming here to spill oil and nothing is being said and done. Why can't Mobil operate from Akwa Ibom State? What do they want? We have The International Airport, we have good roads. Why can't they operate from here?

When we are talking about insecurity, what gives rise to insecurity? Why is it that in Nigeria, we can spend almost $5 billion to lay pipes in the deep ocean from the region that oil is being exploited to where they want to go and refine? And then you tell us, that is where the market is. It is in the same country, we are going outside to import the refined product. So why can’t we refine it from the region that we are exploiting from? It is not enough excuse to say that there is no market here. Consumption is a function of availability. Create the market here also and people will come to buy from here. Give us $5 billion and we will set at least seven industrial parks that can change the industrial face of this region.
The Federal Government should look at development agencies that were set up. Have they performed? You can’t set up a development agency and hand it over to politicians. They will politicize the development. Let development agencies go to people that know how to manage resources, people who have done it overtime and know what to do with it so that they can also bring development into the region.
In Akwa Ibom State, the largest producer of oil, there is not even a single depot. How do you now contribute to the economic wellbeing of the people here? You are talking about federal allocation that I don’t have control over. It’s what you give me that I bring back. It is the man who shares the meat from his mouth, and cuts and brings one piece out, that knows what is remaining inside his mouth. If you cut meat from your mouth and give, how do I know the size of what remains in your mounth?
We have serious issues here. We have been complaining of federal government presence. Even the federal government roads, if you are talking ecological problems, there is a major issue in the Niger Delta region. See what erosion is doing to us and no support. The little meager revenue that we have, we use it to protect the lives of our people.
There have been lots of agreements, one of which is strategic implementation work plan 2017 to 2019 entered into between the federal government and the region’s stakeholders, where over 400 projects were instituted in the nine states of this region. The implementation of this agreement has not been done up till now. So, when we are talking of insecurity, let us also take it from the grassroots.
A young man who leaves his house in the morning and works till 6pm, when he returns home, he will be struggling to take his shower and sleep for the next day. He won’t even remember anything like crime. It is a joint effort. Let us all determine within us to tackle insecurity.
Let me also use this opportunity that the MD of Niger Delta Development Commission (NDDC) is here to state clearly that NDDC does not own even a piece of land. It is the governors that are in charge of land. NDDC should not enter any of the nine states to do any project without permission from the governors. That is why they have not been able to execute even a kilometer of road in my state, they have never commissioned even one kilometer of road in my state. Because the projects are politicized… so we can actually come together for the benefit of our people. This thing is a joint force.
The state government, federal government agencies joining together to actually make sure we impact on the lives of our people. When it is time for politics we will play politics, when it’s time for development, let’s develop and impact on the lives of our people and leave some of these things that we are doing. Let’s know that it is time we come together and get some things done for our people.
I’ve said this over and over again, and any day I have the opportunity, I will repeat myself because anything you want to emphasize on, you must say it a minimum of sixteen times. In America, they say anywhere California goes, so the United States of America goes. In Nigeria, wherever Niger Delta goes, Nigeria goes the same way. God bless you all

The entire area is cut off. Even the adjourning Obot Street which Esteem Schools is located is not motorable and these are urgent issues the government should address and stop playing politics with", Aniekan Joshua, a youth leader in the area declared.

MY SOUL WON’T FOLLOW ME IF I MOVE TO APC- Sule Lamido

Former Governor of Jigawa state, has ruled out the possibility of defecting to the ruling All Progressives Congress (APC) from the Peoples Democratic Party (PDP).

Lamido said this in Abuja when he met with ex-PDP speakers of state houses of assembly.

“No matter how hard I try, if I move to All Progressive Congress (APC), my soul will not follow me,” he said.

He also appealed to the leadership of the party to ensure that the December national convention be free and fair.

Commenting on Ayo Fayose’s declaration for presidency, Lamido said it was the constitutional right of the governor to contest like every other Nigerian.

He said Fayose had the right to contest even though, the party had zoned the 2019 presidential ticket to the north.

He also advised PDP members to be courageous in the face of what he described as “persecution”.

“We need people to be courageous,” he said.

Lamido added that without the PDP members who joined the APC, the party would not have defeated PDP in the last general election.

He said 2019 would be a defining moment for Nigeria
